Tom Millard

Associate Director

Tom heads AMION’s transport and infrastructure economics service, working on transport schemes across all modes as well as combined transport and land use interventions. Tom has worked on a large number of Levelling Up Fund, Towns Fund and Future High Street Fund applications, as well as many other business cases, economic appraisals, evaluations and strategies.

Before joining AMION, Tom was a Senior Economist at National Highways, where he was the economics advisor for all major road projects in the Midlands and the North. Prior to that, he was economics and business case lead at transport consultancy PJA.

Tom is knowledgeable in HM Treasury Green Book and departmental guidance on economic appraisal, is an expert in DfT Transport Analysis Guidance and holds a MA with Distinction in Transport Economics from the University of Leeds Institute for Transport Studies. He also has a strong grasp of transport planning, modelling and design principles, and is a member of the Chartered Institute of Highways and Transportation.
