Matt leads AMION’s Research and Evaluation service, delivering major studies grounded in HM Treasury’s Green Book and Magenta Book guidance. He has directed high-profile evaluations and impact assessments for programmes such as Coventry City of Culture 2021, Eurovision 2023, and the High Street Heritage Action Zone, providing clear, evidence-based insights for clients including DCMS and local partners.
He has led housing research for Homes England and the West Midlands Combined Authority, whilst he has overseen cultural contingent valuation studies for Historic England and Liverpool City Region Combined Authority. Matt’s research also underpinned AMION’s impact assessment for the UK Atomic Energy Authority’s STEP initiative.
Matt specialises in developing business cases for some of the country’s largest regeneration schemes, including Smithfield, Ebbsfleet Garden City, Central Docks, and Hind Street. His rigorous social cost-benefit analysis and innovative placemaking model also helped secure over £459 million in public investment through AMION’s Levelling Up Fund bids.
He holds a First-Class BSc (Hons) in Economics from the University of Leeds and was Highly Commended in the Institute of Economic Development’s Rising Star of the Year award in 2024.
