Working, in conjunction with Bilfinger GVA, we were appointed by Haringey Council to prepare an Outline Business Case (OBC) for the proposed North Tottenham Regeneration Programme.

Taking its lead from the Tottenham Strategic Regeneration Framework, whose vision is that “by the age of twenty, a child born in Tottenham today will have a quality of life and access to the same level of opportunity that is equal to the best in London”,the proposed Regeneration Programme aims to deliver the transformation of the North Tottenham area which is dominated by poorly designed and fragmented housing estates and industrial land. The area’s residents currently suffer from very high levels of economic and social disadvantage. The programme will result in the creation of a new residential and leisure destination for London. The residential-led Programme will also comprise of a range of commercial developments, together with the Northumberland Development Project – Tottenham Hotspur Football Club’s (THFC) new 61,000 seat stadium and related developments. It will deliver over 4,000 net additional new homes and almost 3,850 net additional jobs.

The Programme comprises three components:

  • Northumberland Development Project – this is a multi-stage, mixed-use development led by THFC, which centres on a new stadium at White Hart Lane. It also includes residential units and a hotel;
  • High Road West – this includes a new railway station, public space, leisure and cultural facilities, residential units and a primary school
  • Northumberland Park – this aims to improve connectivity and provide improved public space.

We prepared a fully compliant Business Case for the development, covering all five cases, namely:

  • the strategic case;
  • the economic case;
  • the financial case;
  • the commercial case; and
  • the management case.
