Client: Cornwall and the Isles of Scilly Local Enterprise Partnership


The €438 million ERDF Convergence Programme aimed to close the performance gap between Cornwall & the Isles of Scilly and the European Union average and deliver smart, sustainable and inclusive growth.

The evaluation of the programme comprised an assessment of six themes of activity:

  • Business Support;
  • Research and Development and Innovation;
  • Workspace;
  • Transport Infrastructure;
  • Regeneration / Place Based Interventions; and

Our work involved the development of a detailed evaluation framework, extensive surveying of programme beneficiaries and a control group of non-beneficiaries, consultations with key partners and stakeholders, quantitative and qualitative analysis of each theme and the provision of recommendations for the successor programme. We were subsequently commissioned to carry out two further pieces of work: the development of a Smart Specialisation Framework for future investment in Research and Development and Innovation in Cornwall & the Isles of Scilly through the 2014-2020 ESIF programme and the preparation of a Skills Strategy to meet the needs of businesses operating in R&D&I.
